Some conflicts have dragged on for so long, with so many false peace agreements and dashed hopes, that they are seen as "intractable" or insolvable. The Israeli-Palestinian conflict is one such and wars in the Congo are another.
Such wars continue because the conditions that originally caused them persist: nothing has changed. In all such wars, the role of the outside world has done more to continue the wars than to end them. In other words, creating peace has not been tried yet, in the sense that a concerted international effort backed with the political will to succeed has not yet been applied.
